Union Textiles Ministry Approves ₹1,894 Crore PM MITRA Park in Tamil Nadu

In a significant development for India’s textile sector, the Union Ministry of Textiles has officially approved a ₹1,894 crore project to establish a PM MITRA (Mega Integrated Textile Region and Apparel) Park in Virudhunagar district, Tamil Nadu.

This major initiative is expected to revolutionise the textile industry in the region, especially in the technical textile and man-made fibre (MMF) segments. With the support of both the Central and State governments, Tamil Nadu is poised to become a global hub for high-end textile manufacturing and exports.

What is PM MITRA Park?

PM MITRA Park is a part of the Prime Minister’s vision to modernise the Indian textile industry by setting up integrated textile parks across the country. These parks aim to bring together spinning, weaving, dyeing, printing, processing, and garment manufacturing units under one roof, improving efficiency and reducing logistics costs.

The Virudhunagar PM MITRA Park is one of the seven mega textile parks planned across India under this scheme.

Details of the Tamil Nadu Park

The approved park will cover 1,052 acres and include state-of-the-art infrastructure tailored for technical textiles, including:

  • Medical textiles: Used in healthcare applications like surgical masks, gowns, bandages, etc.
  • Automotive textiles: Used in car interiors, seat belts, airbags, etc.

The plan includes:

  • 15 MLD (Million Litres Per Day) Common Effluent Treatment Plant (CETP) with Zero Liquid Discharge (ZLD) – ensuring sustainability.
  • 5 MLD Sewage Treatment Plant (STP) – to manage domestic wastewater.
  • 10,000-bed worker accommodation, covering 13 lakh sq. ft. with plug-and-play ready-to-use infrastructure.
  • Full completion expected by September 2026.

This project is expected to attract ₹10,000 crore in investments and generate 1 lakh employment opportunities, boosting the textile economy and creating long-term job security in the region.

Leadership Voices & Reactions

TRB Rajaa, State Industries Minister (Tamil Nadu)

In a recent social media post, he expressed his excitement, saying:

“Our dream of seeing Tamil Nadu as the global leader in the technical textile sector will soon be a reality. Tamil Nadu is already India’s top textiles exporter, and now we are only going to get bigger and better.”

A Sakthivel, Vice-Chairman, AEPC (Apparel Export Promotion Council)

He thanked both the Central and State governments for their support and said:

“So far, Tamil Nadu has been strong in cotton-based textiles. The focus of the MITRA parks on technical textiles and man-made fibres is a game-changer.”

Mithileshwar Thakur, Secretary General, AEPC

He highlighted the economic benefits of integrated parks:

“These state-of-the-art parks aim to integrate the entire textile value chain. This will cut logistics costs, improve cost competitiveness, and attract investments worth approx ₹70,000 crore across all MITRA parks in India.”

Why Technical Textiles and MMF Matter

India’s textile exports have largely been cotton-based, but global demand is shifting rapidly towards synthetic and functional textiles. Technical textiles are used not just in clothing but also in healthcare, sports, defence, agriculture, and infrastructure.

Man-made fibres (MMF), such as polyester, viscose, nylon, and acrylic, are fast-growing segments worldwide. These are:

  • Durable and easy to maintain
  • Cost-effective for mass production
  • Suitable for modern apparel and non-apparel applications

Tamil Nadu’s shift into these areas will increase its global competitiveness, especially in Europe, USA, and the Middle East—key markets that import large quantities of MMF-based garments.

Timeline and Vision

  • Project Duration: Park development will be completed by September 2026.
  • Investment Target: ₹10,000 crore from domestic and foreign investors.
  • Job Creation: Around 100,000 new jobs expected in the region.
  • Mission Vision: To make Tamil Nadu a global hub for technical textiles and MMF, helping India reach its US $100 billion export target by 2030.

Sustainability First

The inclusion of:

  • Zero Liquid Discharge (ZLD) Effluent Treatment
  • Sewage Treatment Plants
  • Eco-friendly infrastructure

…makes this project environmentally responsible. It aligns with India’s goal to create a sustainable textile ecosystem, which is increasingly demanded by global brands and importers.

Policy Support from Tamil Nadu Government

Earlier this year (May 2025), Tamil Nadu launched the Tamil Nadu Technical Textile Mission, with a ₹15 crore fund to encourage investments in this high-growth sector.

The mission will run from 2025 to 2030 and will focus on:

  • Promoting R&D in technical textiles
  • Supporting startups and MSMEs
  • Building testing labs and incubation centres
  • Attracting FDI and private partnerships

This will work alongside the PM MITRA park to create a complete ecosystem for advanced textiles in the State.

Tamil Nadu’s Textile Legacy

Tamil Nadu has long been a leader in India’s textile production:

  • It contributes nearly one-third of India’s textile exports
  • Home to key textile clusters like Tirupur, Coimbatore, Erode, Karur, and Salem
  • Houses a large share of spinning mills and knitwear units

The PM MITRA park in Virudhunagar adds another powerful engine to Tamil Nadu’s textile machinery—this time focused on innovation, exports, and global leadership.

Integrated Value Chain – A Game Changer

The new park will help businesses:

  • Operate end-to-end: from raw fibre to finished garment
  • Save time and money through centralised infrastructure
  • Speed up production and boost export readiness
  • Attract global buyers seeking one-stop solutions

This integrated model is expected to transform the traditional textile supply chain and improve India’s Ease of Doing Business ranking in the textile sector.
