Budget 2026 Labour ferocious cloth sector sees nearly 25 jump in finances allocation

MSME sector allocation doubled; scheme to revive 200 heritage artificial clusters proposed. The labour- ferocious cloth and vesture sector and the Micro, Small and Medium- scale Enterprises( MSMEs) that were impacted by the geo political developments during the last couple of times got a boost from the Union Budget presented on Sunday( February 1, 2026) with new schemes and advanced popular allocations.

The cloth sector will see nearly 25 jump in popular allocation for 2026- 2027 from the current fiscal time and the MSME sector will see doubling of popular allocation.

Finance Minister Nirmala Sitharaman said Central public sector enterprises( CPSEs) would establish high technology tool apartments in two locales as digitally enabled automated service divisions that locally design, test, and manufacture high- perfection factors at scale and at lower cost. A scheme for improvement of construction and structure outfit would be introduced to strengthen domestic manufacturing of high- value and technologically-advanced outfit and ₹ 10,000 crore would be allocated during the coming five times for a scheme for vessel manufacturing.

For the “ labour- ferocious cloth sector ”, the government had proposed comprehensive measures that would include a special programme to promote sports goods, a National Fibre Scheme for manmade fibres, silk, hair, etc; mega cloth premises developed on challenge mode for value addition to specialized fabrics; a Textile Expansion and Employment Scheme to modernise traditional clusters with capital support for ministry, technology upgradation and common testing and instrument centres. A National Handloom and Handicraft programme would insure targeted support for needlewomen and crafters. The Mahatma Gandhi Gram Swaraj action would strengthen khadi, handloom and crafts, and the Tex- Eco Initiative would promote encyclopedically competitive and sustainable fabrics and apparels, and Samarth 2.0 would upgrade the cloth skilling ecosystem, the Finance Minister said.

Under revivification of heritage artificial clusters, the budget had proposed a scheme to revive 200 heritage artificial clusters; produce a devoted ₹ 10,000- crore SME Growth Fund to produce unborn titleholders and eclipse up the Self- Reliant India Fund set up in 2021 with ₹ 2,000 crore to enable micro units access to threat capital.

Credit guarantee support

The TReDS would be a obligatory sale agreement platform for all purchases from MSMEs by CPSEs, and a credit guarantee support medium would be introduced through CGTMSE for tab blinking on TReDS platform; GeM would be linked with TReDS, and TReDS receivables would be introduced as asset- backed securities, helping develop a secondary request.
Sitharaman said the government would grease professional institutions similar as ICAI, ICSI, ICMAI to design short- term, modular courses and practical tools to develop a skeleton of ‘ Commercial Mitras’, especially in league- two and league- three municipalities.
