Uttar Pradesh Speeds Up Development of Five Textile Parks Under Sant Kabir Scheme

The Government of Uttar Pradesh is moving forward rapidly with the development of five major textile parks under the Sant Kabir Textile and Apparel Park Scheme. The initiative is part of the state’s broader strategy to strengthen its textile and apparel sector, attract large-scale investments, and create significant employment opportunities across different regions.

To support the project, the state has identified more than 326 acres of land spread across five districts—Varanasi, Amroha, Bareilly, Sant Kabir Nagar, and Bijnor. The land required for these projects has already received Cabinet approval, ensuring a smoother path for implementation.

The proposed textile parks will be established on approximately 75 acres in Ramna (Varanasi), nearly 80 acres in Amroha, close to 80 acres in Baheri (Bareilly), around 39 acres in Maghar (Sant Kabir Nagar), and more than 52 acres in Nagina (Bijnor). These industrial parks are expected to become important centers for textile production, garment manufacturing, technical textiles, and export-oriented businesses.

All five parks will be developed through the Public-Private Partnership (PPP) model, encouraging collaboration between the government and private investors. This approach is expected to bring modern infrastructure, advanced manufacturing facilities, and efficient management practices while reducing the financial burden on the state.

The planning process is progressing steadily. The Northern India Textile Research Association (NITRA) has already submitted a pre-feasibility report for the Varanasi textile park. At the same time, revised reports for the remaining four locations are being prepared after considering industry feedback and stakeholder recommendations. These studies will help ensure that the parks are designed to meet the needs of modern textile businesses.

Infrastructure development has already begun at the Ramna Textile Park in Varanasi. Construction work related to road connectivity is advancing, and contract formalities are being completed following the tendering process. Reliable power infrastructure is also being planned, including a 132 kV substation, transmission lines, and supporting electrical systems to meet future industrial demand.

The state government is also giving importance to environmental sustainability. Necessary procedures for environmental approvals, groundwater permissions, and forest-related clearances are currently underway to ensure that the projects comply with regulatory requirements.

Meanwhile, authorities are preparing PPP-based tender documents to appoint master developers for the four remaining textile parks. Industry response to the initiative has been encouraging, with many stakeholders expressing interest in investing in the upcoming facilities.

The Sant Kabir Textile and Apparel Park Scheme is expected to play a key role in enhancing Uttar Pradesh’s position in India’s textile industry. By creating modern manufacturing ecosystems and generating thousands of direct and indirect jobs, the project will contribute significantly to regional development and economic growth. The initiative also aligns with the state’s long-term vision of strengthening industrial output and supporting its ambition to become a one-trillion-dollar economy.
